The strategic goal of state environmental policy is defined in the Environmental Doctrine of the Russian Federation as the conservation of natural systems, the maintenance of their integrity and life-support functions for sustainable development of society, the elevation of the quality of life, the improvement of public health and the demographic situation, and the promotion of the country’s environmental security.
Communities are experiencing environment-related health effects amid a severe socioeconomic and demographic situation characterized by a high sickness rate. The life span in Russia was growing in 1995—1999 and reducing in 1999—2003. Since 2004, the situation has somewhat changed for the better. In spite of this positive trend, the consequences of life span reduction that was observed from the 1980s on have not been overcome yet.
Eco-friendly culture is a culture, in which people’s living, dwelling, production, law, art, politics, religion, and all spheres of vital activity comply with concepts like environmental soundness, sustainability laws, the conservation of biodiversity and the health of the, environment, and other environmental concepts that have received scientific and public recognition.
